Ingram is a Magna Cum Laude graduate of McPherson Vollege in McPherson, Kansas (B.A. in Economics and Business Administration) and Washburn University School of Law in Topeka, Kansas (Juris Doctorate). While in law school he was a Certified Member of the Law Journal Board of Editors. Since being admitted to practice in 1978, he has been employed with the Internal Revenue Service and was an Assistant City Attorney (City Prosecutor) for the City of Wichita, Kansas before going into private practice. He has also served as a Municipal Court Judge Pro-Tem in the municipal courts of Wichita, Mulvane, Goddard, and Haysville, Kansas.
